Stavovi stručnih radnika centara za socijalni rad U Beogradu i Pančevu o organizaciji, metodologiji i vrednostima rada

Abstract

Када је реч о систему социјалне заштите, постоје многе ствари које су остале неоткривене али и неистражене. Систем социјалне заштите у Србији карактеришу одређене специфичности и тенденције које су приметне у савременом добу. Оно са собом носи одређене потешкоће и проблеме са којима становници нису у стању да се самостално боре, те се све више ослањају на помоћ коју им систем социјалне заштите пружа. Међутим, истраживања се претежно баве сагледавањем стања с обзиром на кориснике и услуге које систем социјалне заштите омогућава. Други аспект са којим би се у будуће требало више позабавити јесте управо аспект запослених стручних радника у Центрима за социјални рад, односно њихових ставова. Предмет овог истраживања јесу ставови испитаних стручних радника Центара за социјални рад у Београду и Панчеву у погледу организације, методологије и вредности рада у сектору социјалног рада, као дела система социјалне заштите, али и поређење ставова стручних радника наведених Центара за социјални рад. У складу са предметом, постављени су следећи циљеви истраживања: а) Сагледавање ставова и мишљења стручних радника Центара за социјални рад у погледу организације, методологије и вредности делатности социјалног рада као дела система социјалне заштите; б) Сагледавање социодемографских карактеристика испитаника (пол, године старости, године радног стажа, године стажа у ЦСР-у, стручна спрема и профил стручности); в) Научно објашњење односа између ставова и мишљења стручних радника у погледу организације, методологије и вредности рада са једне стране и социодемографских карактеристика испитаника са друге стране; г) Сагледавање и научно објашњење разлика у ставовима стручних радника из ЦСР-а у Панчеву и Београду у погледу организације, методологије и вредности рада. За потребе остваривања наведених циљева, реализовани су следећи задаци: а) Утврђивање и процена ставова и мишљења стручних радника у погледу организације рада (активности у стручном раду, вођење случаја, материјално-технички услови); б) Утврђивање и процена ставова и мишљења стручних радника у погледу методологије рада (сарадња са другим субјектима, улога невладиних организација, ставови о социјалним услугама и актуелном концепту социјалне политике); в) Утврђивање и процена ставова и мишљења стручних радника у погледу вредности рада (унапређење стручних компетенција, недостајућа знања и вештине, програми превенције); г) Утврђивање социодемографских карактеристика испитаника (пол, године старости, године радног стажа, године стажа у ЦСР-у, стручна спрема и профил стручности); д) Утврђивање односа између ставова и мишљења стручних радника у погледу организације, методологије и вредности рада са једне стране и социодемографских карактеристика испитаника са друге стране. Истраживање је извршено на територији града Панчева и града Београда, односно у Центрима за социјални рад које се налазе у овим градовима. У оквиру радног времена ових Центара, достављени су упитници запосленима, којима је остављен период између 01.03.2020. и 31.03.2020. како би их анонимно попунили. Од 54 испитаника, 51 испитаник (94,4%) је женског пола, док је 3 испитаника (5,6%) мушког пола. У истраживању су коришћени делови упитника и скала ставова који су развијени, валидирани и коришћени у пројекту и истраживању под називом „Социјална заштита у локалној самоуправи Србије – трендови, политике, перспективе“ (2015) која је настала као део програма „Институционална подршка Сталној конференцији градова и општина – фаза 2“ . Аутори упитника и скала су проф. др Александар Југовић и проф. др Ана Гавриловић. Резултати су указали да постоји статистички значајан ниво повезаности појединачних варијабли материјално – технички услови, сарадња са другим субјектима и недостајућа знања и вештине са једне стране и варијабле године старости са друге стране. Када је у питању варијабла године стажа, примећује се статистички значајан ниво повезаности са појединачном варијаблом недостајућа знања и вештине. Такође, статистичка значајност утврђена је и у случају везе између варијабле општина и појединачних варијабли материјално - технички услови и недостајућа знања и вештине.

When it comes to the social protection system, there are many things that have remained undiscovered but also unexplored. The social protection system in Serbia is characterized by certain specifics and tendencies that are noticeable in modern times. It brings with it certain difficulties and problems that the inhabitants are not able to fight on their own, and they are increasingly relying on the help that the social protection system provides them. However, the research mainly deals with the assessment of the situation with regard to the users and services that the social protection system provides. Another aspect that should be dealt with more in the future is precisely the aspect of employed professionals in the Centers for Social Work, ie their attitudes. The subject of this research are the attitudes of the surveyed professionals of the Centers for Social Work in Belgrade and Pancevo regarding the organization, methodology and value of work in the social work sector, as part of the social protection system, but also the comparison of the attitudes of professionals from the Centers for Social Work. In accordance with the subject, the following research objectives are set: a) Consideration of the views and opinions of experts of the Centers for Social Work regarding the organization, methodology and value of social work as part of the social protection system; b) Consideration of socio-demographic characteristics of respondents (gender, age, years of service, years of service in CSW, education and profile of expertise); c) Scientific explanation of the relationship between the attitudes and opinions of professionals in terms of organization, methodology and value of work on the one hand and socio-demographic characteristics of respondents on the other hand; d) Consideration and scientific explanation of the differences in the attitudes of CSW professionals in Pancevo and Belgrade regarding the organization, methodology and value of work. For the purposes of achieving the stated goals, the following tasks were realized: a) Consideration of the views and opinions of experts of the Centers for Social Work regarding the organization, methodology and value of social work activities as part of the social protection system; b) Consideration of socio-demographic characteristics of respondents (gender, age, years of service, years of service in CSW, education and profile of expertise); c) Scientific explanation of the relationship between the attitudes and opinions of professionals in terms of organization, methodology and value of work on the one hand and socio- demographic characteristics of respondents on the other hand; d) Consideration and scientific explanation of the differences in the attitudes of CSW professionals in Pancevo and Belgrade regarding the organization, methodology and value of work. For the purposes of achieving the stated goals, the following tasks were realized: a) Determining and assessing the attitudes and opinions of professionals regarding the organization of work (activities in professional work, case management, material and technical conditions); b) Determining and assessing the attitudes and opinions of professionals regarding the methodology of work (cooperation with other entities, the role of non-governmental organizations, attitudes about social services and the current concept of social policy); c) Determining and assessing the attitudes and opinions of professionals regarding the value of work (improvement of professional competencies, lack of knowledge and skills, prevention programs); g) Determining the socio-demographic characteristics of the respondents (gender, age, years of service, years of service in CSW, education and profile of expertise); d) Determining the relationship between the attitudes and opinions of professionals regarding the organization, methodology and value of work on the one hand and the socio-demographic characteristics of respondents on the other hand. The research was conducted on the territory of the city of Pancevo and the city of Belgrade, ie in the Centers for Social Work located in these cities. Within the working hours of these Centers, questionnaires were submitted to employees, who were left with the period between March 1, 2020. and March 31, 2020. to fill them in anonymously. Of the 54 respondents, 51 respondents (94.4%) are female, while 3 respondents (5.6%) are male. The research used parts of the questionnaire and scale of attitudes that were developed, validated and used in the project and research entitled "Social protection in local self-government of Serbia - trends, policies, perspectives" (2015) which was created as part of the program "Institutional support to the Standing Conference cities and municipalities - phase 2 ". The authors of the questionnaire and scale are prof. dr Aleksandar Jugović and prof. dr Ana Gavrilović. The results indicated that there is a statistically significant level of connection between individual variables, material and technical conditions, cooperation with other subjects and missing knowledge and skills on the one hand and age variables on the other hand. When it comes to the variable of the year of service, a statistically significant level of connection with the individual variable of missing knowledge and skills is observed. Also, statistical significance was determined in the case of the connection between the variable of municipalities and individual variables, material and technical conditions and missing knowledge and skills.
