AB  - This research paper presents the basic characteristics of social security institutions in which they are placed on people with intellectual disability. When defining the institutional accommodation for this social group were used government reports and documents nongovernment this form of protection are determined, primarily, as a restrictive measure and end in the social protection. Accordingly defined the subject of research that is focused on examining the characteristics of existing residential institutions and the possibilities of improvements to make humane approach towards this social group and their integration into the community. Furthermore, the paper is determined by the overall objective of the research in accordance with it defined the individual tasks of research. The research was done in the five largest residential institutions for care people with intellectual disabilities in Serbia, and the data were provided by professionals who are engaged in activities of professional support in these institutions, in the form of questionnaires. Accordingly, the part that refers to a discussion of results is designed to enable an assessment of all indicators that determine the level of service quality institutional placement: guidance professionals to more open forms of support; detected problems in social care institutions with skilled workers; compliance of the organization's dormitory life in relation to their needs, strengths and weaknesses of the institutional model of care, opportunities for social integration into the community's dormitory. The last part concerns the display of the concluding observations on the characteristics of residential services for people with intellectual affecting the quality of daily functioning of users and hinder social integration into the community.
AB  - U ovom radu dat je prikaz osnovnih karakteristika institucija socijalne zaštite u kojima se na smeštaju nalaze osobe sa intelektualnom ometenošću. Prilikom definisanja institucionalnog smeštaja za ovu društvenu grupu korišćeni su izveštaji vladinih i nevladinih dokumenata koji ovaj oblik zaštite određuju, pre svega, kao restriktivnu i krajnju meru u sistemu socijalne zaštite. U skladu sa tim definisan je predmet istraživanja koji je usmeren na ispitivanje karakteristika postojećih rezidencijalnih ustanova i mogućnosti njihovog unapređenja u cilju humanizacije odnosa prema ovoj društvenoj grupi i njihove integracije u zajednicu. Nadalje, u radu je određen opšti cilj istraživanja i u skladu sa njim definisani pojedinačni zadaci istraživanja. Istraživanje je rađeno u pet najvećih rezidencijalnih ustanova za zbrinjavanje osoba sa intelektualnom ometenošću u Srbiji, a podaci su dobijeni od stručnih radnika koji se angažuju na poslovima stručne podrške u ovim institucijama, u formi upitnika. U skladu sa tim, deo koji se odnosi na prikaz rezultata sa diskusijim je organizovan tako da omogućava sagledavanje svih indikatora od kojih zavisi stepen kvaliteta usluge institucionalnog smeštaja: orijentaciju stručnih radnika prema otvorenijim oblicima podrške; detektovane probleme u institucijama socijalne zaštite od strane stručnih radnika; usaglašenost organizacije domskog života korisnika u odnosu na njihove potrebe; prednosti i nedostatke institucionalnog modela zaštite; mogućnosti za socijalnu integraciju domskih korisnika u zajednicu. Poslednji deo rada se odnosi na prikaz zaključnih razmatranja o odlikama rezidencijalnog smeštaja za osobe sa intelektualnom koji utiču na kvalitet svakodnevnog funkcionisanja korisnika i otežavaju socijalnu integraciju u zajednicu.

AB  - This paper attempts to thorough and systematic way to all important indicators that affect the improvement of institutional accommodation services for people with intellectual disabilities in Serbia. In accordance with that defined the object of study related to the overall perception of quality of social services depiction of legislation, whose provisions concerning institutional placement of this social group, and the picture of the situation in institutions for the beneficiaries. In accordance with the subject of work performed are the main objectives, which were viewed by several operationalize several methodical units: deinstitutionalization and transformation of social protection institutions, legal and methodological implications of improving the institutional placement services analysis of the structure and institutional care services. In the final section of this paper is an attempt to provide basic services to improve conditions for institutional placement in relation to the identified indicators.
AB  - Ovaj rad predstavlja pokušaj da se na temeljan i sistematičan način predstave značajni indikatori koji utiču na unapređenje usluge institucionalnog smeštaja za osobe sa intelektualnom ometenošću u Srbiji. U skladu sa tim definisan je predmet istraživanja koji se odnosi na sveukupno sagledavanje kvaliteta ove usluge socijalne zaštite prikazom pravne regulative, čije se odredbe tiču institucionalnog smeštaja za ovu društvenu grupu i prikazom realnog stanja u ustanovama za zbrinjavanje korisnika. U skladu sa predmetom rada izvedeni su osnovni ciljevi, koji su se operacionalizovali putem prikaza nekoliko nekoliko metodskih jedinica: deinstitucionalizacija socijalne zaštite i transformacija institucija; pravne i metodološke implikacije unapređenja usluge institucionalnog smeštaja; analiza strukture korisnika i usluga institucionalne zaštite. U zaključnom delu ovog preglednog rada učinjen je pokušaj da se daju osnovne pretpostavke za unapređenja usluge institucionalnog smeštaja u odnosu na sve identifikovane indikatore.

AB  - The preliminary determination of the subject of this research influenced the insufficient scientific knowledge in the field of quality of life houses users who have le􀄞 this model of social support and continue living in the open community. In this scientific paper presents results of research that was done during 2008. in residential institutions in Serbia and the type of alternative models of assistance and support. The subject of this paper is aimed at determining the quality of life of persons with intellectual disability Serbia evaluation of subjective and objective indicators. In this paper defined the process of deinstitutionalisation of social protection, services, residential communities and the institutional model of assistance and support for people with intellectual disability. The underlying assumption of this research is that services residential communities based on human rights, promote participation, freedom of participation and taking responsibility for own quality of life, and that the appropriate form of assistance and support to people with intellectual disability. The results of this study are listed in the key indicators that life in an open community for people with intellectual disability determine the possible and necessary: attitudes of professional workers, quality of support proper social network, subjective perceptions of people with intellectual disability on the quality of life. In conclusion, the paper highlighted the advantages of living in the community for this social group and listed shortcomings of traditional models of care.
AB  - Na preliminarno određenje predmeta ovog istraživanja uticala su nedovoljna naučna saznanja iz oblasti kvaliteta života domskih korisnika koji su napustili ovaj model društvene podrške i nastavili život u otvorenoj zajednici. U ovom naučnom radu prikazani su rezultati istraživanja koje je vršeno tokom 2008. godine u Srbiji u ustanovama rezidencijalnog tipa i alternativnim modelima pomoći i podrške. Predmet ovog rada je usmeren ka utvrđivanju kvaliteta života osoba sa intelektualnom ometenošću u Srbiji procenom subjektivnih i objektivnih pokazatelja. U ovom radu definisani su proces deinstitucionalizacije socijalne zaštite, usluga stambenih zajednica kao i institucionalni model pomoći i podrške za osobe sa intelektualnom ometenošću. Osnovna pretpostavka ovog istraživanja je da usluga stambenih zajednica počiva na ljudskim pravima, promoviše participaciju, slobodu učešća i preuzimanja odgovornosti za kvalitet vlastitog života, te da predstavlja adekvatan oblik pomoći i podrške osobama saintelektualnom ometenošću. U rezultatima istraživanja navedeni su ključni pokazatelji koji život u otvorenoj zajednici za osobe sa intelektualnom ometenošću određuju kao moguć i neophodan: stavovi stručnih radnika, kvalitet podrške uže socijalne mreže, subjektivna percepcija osoba sa intelektualnom ometenošću o kvalitetu svog života. U zaključku rada istaknute su prednosti života u zajednici za ovu društvenu grupu i navedeni nedostaci tradicionalnog modela zaštite.

AB  - Stanovanje uz podršku za osobe sa intelektualnom ometenošću u Srbiji nije zakonom regulisano kao usluga u sistemu socijalne zaštite. Iz tog razloga ne postoje istraživanja koja bi sistematizovala praktična iskustva o vrstama, tipologiji i kvalitetu ove usluge. U ovom naučnom radu dat je jasan istorijski prikaz nastanka i razvoja stanovanja uz podršku za osobe sa intelektualnom ometenošću naglašavajući one društvene procese koji su doprineli da se tradicionalan model zaštite transformiše u proces pružanja pomoći i podrške i poštovanju ljudskih prava. U radu je dat prikaz različitih modela stanovanja uz podršku za različite društvene grupe sa ciljem da se ustanove osnovna polazišta i principi na kojima počiva ovaj model. U rezultatima istraživanja predstavljeni su osnovni kriterijumi na kojima počiva ovaj model, vrste i karakteristike stanovanja uz podršku prikazom dva dominantna modela: poluinstitucionalnog i otvorenog. U zaključku ovog rada definisane su preporuke za unapređenje ove usluge za osobe sa intelektualnom ometenošću u Srbiji.

U ovom naučnom radu dat je jasan istorijski prikaz nastanka i razvoja stanovanja uz podršku za osobe sa intelektualnom ometenošću naglašavajući one društvene procese koji su doprineli da se tradicionalan model zaštite transformiše u proces pružanja pomoći i podrške i poštovanju ljudskih prava. U radu je dat prikaz različitih modela stanovanja uz podršku za različite društvene grupe sa ciljem da se ustanove osnovna polazišta i principi na kojima počiva ovaj model. U rezultatima istraživanja predstavljeni su osnovni kriterijumi na kojima počiva ovaj model, vrste i karakteristike stanovanja uz podršku prikazom dva dominantna modela: poluinstitucionalnog i otvorenog. U zaključku ovog rada definisane su preporuke za unapređenje ove usluge za osobe sa intelektualnom ometenošću u Srbiji.",

AB  - Residential communities in Serbia are created as the need for solving the problem of long-term residence of people with intellectual disability in the institutional environment and discharge of adults, working qualified users. The aim of this research is to determine whether users of residential communities to communicate with their environment and how the quality of communication and support the immediate social environment (neighbors, peer groups). The study included homes for children, adolescents and adults with intellectual disability in the process of implementing deinstitutionalisation through the organization of residential communities in the territory of the Republic of Serbia. Basic methods of data collection in this research are: half standardized interviews, content analysis of documents and statistical methods. The open-housing model in all aspects of psychosocial, with more or less success, to integrate their customers normal flows of life in the community. It can be called and if successful it is compared with the institutional integration of user models.
AB  - Stambene zajednice u Srbiji su nastale kao potreba za rešavanjem problema dugotrajnog boravka osoba sa intelektualnom ometenošću u institucionalnom okruženju i otpusta odraslih, radno osposobljenih korisnika. Cilj ovog istraživanja je utvrditi da li korisnici stambenih zajednica komuniciraju sa svojim okruženjem i kakav je kvalitet komunikacije i podrške neposrednog socijalnog okruženja (komšije, vršnjačke grupe). Istraživanjem su obuhvaćeni domovi za decu, omladinu i odrasle osobe sa intelektualnom ometenošću u kojima se sprovodi proces deinstitucionalizacije putem organizovanja stambenih zajednica na teritoriji Republike Srbije. Osnovne metode prikupljanja podataka u ovom istraživanju su: polustandardizovanog intervjua, analize sadržaja dokumenata i statističke metode. Stambene zajednice otvorenog modela u svim psihosocijalnim aspektima, sa većom ili manjom uspešnošću, integrišu svoje korisnike u normalne tokove života zajednice. Ona se može nazvati i uspešnom ukoliko se ona uporedi sa integracijom korisnika institucionalnog modela.
