Scientific literacy and the social constructivist perspective

AB  - The term scientific literacy is already common in our educational rhetoric. Although the term is widely used, there are no papers that analyse the definition of the term and the rangeitencompasses in Serbia. If scientific literacy is a necessary outcome of education, this analysis is an important base for designing the teaching/learning process which is intended to develop such an outcome. Therefore, this paper provides an analysis of the concept of scientific literacy (SL), the different viewpoints on SL and the nature of the concept. Furthermore, five key lines as courses of action in the teaching/learning process, necessary for the development of these competencies, are defined: appreciation ofstudents' previous knowledge, encouragement of students' basic functional literacy and reading comprehension skills, the development of students' understanding of the socio-cultural perspective on the origin and use of scientific knowledge and technological products, and practicing of scientific research, either through school science or science applied in the context of cooperation between school and the local community, i.e. in the socio-cultural background where students live.
AB  - Termin naučna pismenost se već odomaćio u obrazovnoj retorici kod nas. Iako se termin uveliko koristi, kod nas nema radova koji se bave preispitivanjem njegovog određenja, šta on uključuje i na šta se tačno odnosi. Ova vrsta analize je neophodna, ako naučnu pismenost vidimo kao jedan od potrebnih ishoda obrazovanja, da bismo mogli kreirati nastavu/učenje koja omogućava realizaciju takvog ishoda. Zbog toga, u ovom radu se analizira konstrukt naučna pismenost, prikazuju različita gledišta o njemu i njegovoj prirodi, i definiše se pet ključnih linija, pravaca delovanja u nastavi/učenju, neophodnih za razvoj ove kompetencije: uvažavanje predznanja učenika; podsticanje bazične funkcionalne pismenosti učenika i veštine razumevanja pročitanog; podrška razvoju mišljenja učenika; razvoj razumevanja socio-kulturne perspektive nastanka i upotrebe naučnih znanja i tehnoloških produkata; i, posebno, praktikovanje naučno-istraživačkog rada, bilo kroz školsku nauku, ili nauku primenjenu u kontekstu saradnje škole i lokalne zajednice, dakle u socio-kulturnom miljeu u kome učenici žive.

AB  - The educational influence of natural science teaching is often neglected or minimized, which is wrong, even risky, considering the age in which we live. If the outcome of the educational process is to create an informed, proactive and responsible citizen who, on the basis of scientific and technological knowledge makes decisions which do not jeopardize him or his ecological and social environment, who cares about sustainable development - science teaching can contribute significantly to the desired outcome. The aim of this paper is to analyse educational potentialities of science teaching and to define those educational goals especially important for education in modern social circumstances. They are, primarily, (1) formation of scientific view of the world; (2) formation of attitudes, convictions and value systems; (3) development of skills necessary for the role of the responsible citizen.
AB  - Vaspitni uticaj nastave prirodnih nauka često se previđa ili minimalizuje, što je pogrešno, pa čak rizično s obzirom na karakteristike doba u kome živimo. Ako bi ishod vaspitno-obrazovnog procesa trebalo da bude obavešten, proaktivan i odgovoran građanin, koji na osnovu naučnih i tehnoloških znanja donosi odluke ne ugrožavajući sebe i svoju socijalnu i ekološku sredinu, vodeći računa o održivom razvoju - nastava prirodnih nauka može mnogo da doprinese ostvarivanju takvog ishoda. Cilj ovog rada jeste da se analiziraju vaspitni potencijali nastave prirodnih nauka i da se definišu oni njeni vaspitni ciljevi koji su posebno važni za obrazovanje u savremenim društvenim okolnostima. To su, pre svega: (1) formiranje naučnog pogleda na svet; (2) formiranje stavova, uverenja i sistema vrednosti; i (3) razvoj sposobnosti potrebnih za ulogu odgovornog građanina.

In-service teacher training concept in Serbia: Between the proclaimed and hidden models

AB  - In-service teacher training is a very important factor for increasing the quality of the education system and without its reform there can be no efficient reform of education. The concept of in-service teacher training is defined in the Bases of Education and Upbringing Act, but besides legal documents and framework, practical realization of the concept is of utmost importance. The paper analyses the Catalogue of the Programme of In-service Educational Cadre Training in the Republic of Serbia, the official document from which teachers select in-service teacher-training courses for personal development and this represents the level of operativity of the adopted educational policy in the domain of enhancing the quality of teachers' work. In our study we applied the semantic analysis technique which included the following: the composition of the entire document, the programme categories, the parameters of separate courses and their logical consistency. The results of the analysis show that besides the fact that in our country we do have a valid legal framework for in-service teacher training, its realization does not correspond to the concept of professional teacher development (PTD), namely, the Catalogue is not followed by a clear, complete, consistent and plan-guided system of teacher training. Further, the Catalogue offers no assistance to teachers how to select courses and make their personal profile of professional development that will suit their personal professional needs and/or the needs of the school they work in, which should be one of the Catalogue's basic functions.
AB  - Usavršavanje nastavnika je veoma važan deo unapređivanja kvaliteta obrazovnog sistema i bez reforme obrazovanja nastavnika ne može biti efikasne reforme obrazovanja. Koncepcija stručnog usavršavanja nastavnika definisana je u Zakonu o osnovama obrazovanja i vaspitanja., ali pored pravnog dokumenta i okvira, veoma je važna praktična realizacija te koncepcije. U ovom radu smo analizirali Katalog programa usavršavanja kadra u obrazovanju u RS, zvanični dokument iz koga nastavnici biraju programe za svoje usavršavanje i time predstavlja operacionalizaciju obrazovne politike u domenu unapređivanja kvaliteta rada nastavnika. Primenjena je semantička analiza sadržaja koja je obuhvatila: kompoziciju celog dokumenta, kategorije programa, parametre pojedinačnih programa i njihovu unutrašnju logičku konzistentnost. Rezultati analize pokazuju da i pored toga što u zemlji imamo zakonski okvir za valjan sistem usavršavanja nastavnika, njegova realizacija ne odgovara konceptu profesionalnog razvoja nastavnika (PRN): iza Kataloga ne stoji jasan, celovit, dosledan i planski vođen sistem usavršavanja nastavnika. Osim toga, Katalog ne pomaže nastavnicima da donesu odluku o izboru programa i naprave svoj profil usavršavanja koji će odgovarati njihovim ličnim profesionalnim potrebama i/ili potrebama škole u kojoj rade, što bi morala da mu bude jedna od osnovnih funkcija.

AB  - In our previous article, which represents the first part of the analysis of the system of in-service teacher training in Serbia (Pešikan et al., 2010) we presented the findings obtained by semantic analysis of a socially relevant document such as the In-service Teacher Training Catalogue. This paper is its continuation, i.e. the second part of the analysis in which we compared empirically tested criteria which characterize successful programmes of professional teacher development (PTD) with the perceived characteristics of our programmes. The results of this analysis confirm our previously obtained findings, but they also show that there is a serious gap between our programmes and the empirically validated model which provides good results in practice. It is necessary to design a conceptually new catalogue for in-service teacher training which will be developed on the principles of efficient and continuous PTD models and which will secure the mechanisms for its realization. Some other issues such as programme evaluation, quality control, financing of PTD relevant for the implementation of PTD are also discussed and, in conclusion, suggestions are offered for the implementation of a more efficient system of PTD in Serbia.
AB  - U prethodnom radu koji predstavlja prvi deo analize sistema usavršavanja nastavnika u RS (Pešikan i sar., 2010) naveli smo nalaze dobijene semantičkom analizom socijalno relevantnog dokumenta kakav je Katalog za stručno usavršavanje nastavnika. Ovaj rad je nastavak, drugi deo analize u kojoj smo uporedili empirijski proverene kriterijume koji karakterišu uspešne programe profesionalnog razvoja nastavnika (PRN) sa dobijenim karakteristikama naših programa. Rezultati ove druge analize potvrđuju prethodno dobijene nalaze, jer pokazuju da postoji ozbiljan raskorak između naših programa i empirijski proverenog modela koji daje dobre rezultate u praksi. Neophodno je napraviti koncepcijski novi katalog programa usavršavanja koji će biti konstruisan na principima efikasnih modela kontinuiranog profesionalnog razvoja nastavnika i obezbediti mehanizme za njegovu realizaciju. U radu diskutujemo i druga relevantna pitanja za uvođenje PRN kao što su evaluacija programa, kontrola kvaliteta i finansiranje stručnog usavršavanja nastavnika, a pored zaključaka date su i preporuke za uspostavljanje efikasnijeg sistema usavršavanja nastavnika u Srbiji.
